My friend, just inquire from Saudi Embassy or inquire from Phil. Consulate in Saudi Arabia, whichever. It takes a while for sure to obtain clearance from S.A. Don't worry NVC knows how hard it is to get one from middle east. I took mine from Dubai before I left 2003, It good I kept the old one, during our interview last yr, they accepted it even it's 4 yrs old as long as I didn't enter again Dubai eversince.
