hi kerny! In my case, I called them after I received my eligibility and the white card. I just opted not to submit the white card because it will take time pa before I will receive my ATT. I received my ATT right after i called them. They will e-mail it. When did you apply? You can check on their website if you are eligible, then if you are already in the list, you can just call them and tell them that you did not receive any white card. Goodluck!
