Help,NY license to NJ?

I just passed Nclex for NY state last August. I do not know how to proceed with availing my license. I received a mail from NYSED that my application is incomplete,unless I sent a proof of child abuse training. I'm not going to care for children, and my destination is NJ. May I file for endorsement for reciprocity ryt away Or file the waiver (child abuse training) to avail the NY license 1st then file the endorsement??? Pls help. Tnx.
