if i may suggest, apply for VS as soon as you pass nclex. but, start to send now the documents (TOR with RLE, PRC, IELTS score).

but, can you check cgfns.org (VS page or FAQ) if it says that ielts test date and visascreen issuance date must not be more than 2 years apart. Consider this in making your decision.
