hello, dreance. hmmm, mejo nalito ako kung san mo ba talaga gusto mag-endorse ng CA license mo. Anyways, i will answer your queries, here I go:
1. As far as I know, ndi naman ma-invalidate ang license mo from CA, only, you want to be an RN in another state, PERO, since wala ka pang SSN, you CANNOT ENDORSE YOU PASSED NCLEX IN CA to Vermont. Kasi part of License by endorsement ang license verification from your original state of licensure, kaya there will be no license na pwedeng ma-verify ang state of Vermont sa CA dahil you still need to send CA you SSN before they can issue your PERMANENT LICENSE, before the license verif takes place. Ito naman ang edge ng ibang RNs na naipasa ang state eligibility with Vermont, Michigan, Oregon or New Mexico. Since the abovementioned states issue PERMANENT license even without the SSN, and you want to be an RN in a certain state, the License Verification can take place EVEN IF they are still here in Phils, kasi nga merong LICENSE, unlike in your case and for those nurses na merong naipasang NCLEX with the states that DO NOT issue license without ssn, pag nasa US lang kayo makakapag-license verif. You need to call CABRN to update them every six months to let them know your immigration status, kasi nga retro kaya ndi ka pa ma-issuehan ng visa to go to USA, and CA and other states are aware of these matters. Basta ang importante, ma-update mo sila about your status and to let them know that you are still interested to be an RN in their state.
2. Like what I said, no verification will be made dahil wala kang SSN to forward to CA. Nagkakaroon lang ng verification KUNG MERON ng permanent license ang isang nurse. For instance that you have already obtained your SSN, you need to inform about it sa CALI muna, before the endorsement starts papuntang Vermont, kasi magre-release ang Cali ng license mo, pag meron ka na permanent license, dun lang magstart ang verification.
3. Why do you need to apply CVS? In the first place, CA do not require CVS from CGFNS? Baket mo endorse and NCLEX-CA passed result mo sa kanila? CVS/CES are only meant if you are applying for an eligibility for certain states who need it. Also, CVS is only for the STATE OF NEW YORK. In your case, pasado ka na kasi ng NCLEX (CA) kaya i don't see any idea on why you need that, pwera na lang kung mag-apply ka ng RN sa NY, pero again, no license verification (part of license by endorsement) will be done kung wala kang permanent license ng CA.
4. You need to download forms 1 and 3, and apply for CVS in CGFNS for the licensure by endorsement to NY.
5. As far as I know, YES, better yet to get precise info on endorsement for NY, call their BON. :)
