What you meant is that "any states that do NOT require a US SSN before they issue permanent license." Well, if that is your question, here is my answer:
The following states DO ISSUE PERMANENT LICENSE EVEN WITHOUT THE REQUIREMENT OF A US SSN:
1. Michigan
2. Vermont
3. New Mexico
4. Oregon
These are the states that I know for now. The others, they require ssn prior releasing your permanent license.
